MELNIKOV Andrey Gennadievich (born on September 3, 1969) – at present he is Deputy General director of State Corporation “Deposit Insurance Agency”, responsible for deposit insurance system organization and issues related to strategic planning.
In 1992 Melnikov graduated with honors from Moscow State University Economy department, majoring in economy and mathematics. He worked for the group of experts under the President of the Russian Federation. Later Melnikov worked for the State Duma Committee on Budget, Tax, Banking and Finance, and for the Ministry of Economic Development and Trade. His focus was on issues related to developing banking legislation, regulation and taxation, including active involvement in drafting Federal laws “On Banks and Banking”, “On Insolvency (Bankruptcy) of Credit Organizations”, “On Restructuring Credit Organizations”, as well as developing concepts for establishing deposit insurance (guarantee) system of the Russian Federation and Credit Bureau systems.
Since 1998 Melnikov was member of the group engaged in establishing Deposit Insurance Agency and later on was involved in practical issues of banks’ financial rehabilitation and liquidations. He is the author of a considerable amount of analytical publications and articles on banking system development.
Melnikov has worked for the Deposit Insurance agency since its formation in February 2004 in the capacity of Deputy General Director.
He is married and has two sons.
